Secured Car Loans customers could be forced to pay to use the motorway hard shoulder as ministers look to ease congestion.
The plans are likely to be released early next year, according to the Daily Telegraph, with drivers of new and used cars facing charges of 42 pence per mile if they wish to use the faster lanes during peak traffic times.
Various motorways across the UK would use the scheme, which is already in place in the US, but motoring groups have reacted negatively.
AA president Edmund King cited "a number of problems" with the proposals.
"In America there have been problems when a slow driver gets into the toll lane and people resent having to pay to be stuck behind a snail," he said.
As well as congestion difficulties, ministers also faced criticism over the number of deaths on UK roads this week, with the Transport Select Committee branding traffic accidents "the major public health problem of our age".
